How would you know it's the correct answer, even if you had one?

It's scary, but the answer is probably nobody.

Some people have lots of power and influence, yes, but the idea that there is some secret organisation controlling everything in the world is just an oddly comforting fantasy. It's much scarier to face the fact that the world is a chaotic mess and nobody is really in control of anything that is happening.

No one. It's silly to even think in those terms. We're just a collection of different entities bouncing off each other. 

It can look like someone orchestrating everything since the world is in relative order right now, but that has only been the case for the last 100 years or so, and only because of general military stalemate between countries and increasing interdependence. The world was much more chaotic before, and arguably we are exiting into a more chaotic state again after a period of stability.
