Is the secret power of kriya yoga by santata gamana a suffice book for just someone looking for techniques or should I try something else?

How often should this be done and how long does it take before noticing results?

30-60 minutes every day for one year, according to Leo's video. I haven't read the booknyet, but it will probably have some guideline as well.

Just look up “kriya yoga” by Sadhguru on YouTube. That’s his entire bread and butter. It’s pretty surface level, but as a beginner you will not need to go too deep, you can start off start small, with the basics.

After reading books mentioned, I went to India where I was initiated into Kriya yoga, I recommend Kriya yoga ashram in Rishikesh. 
I went to US, one can go to one of few or all Yogananda related ashrams in LA , I did not take any initiation cause I did not have so much time but it would be good to do it as it it gives different perspective.
