Leo’s main issue is that his cerebrospinal fluid is loaded with heavy water (i.e. water that has a higher concentration of deuterium than the body was designed to handle). He is also living in Las Vegas, a place where the Earth’s magnetic field is super weak right now. The body uses the magnetic field to get rid of deuterium via vortices in the brain and heart, but when this field is low, the body loses the ability to get rid of deuterium.

However, there are much safer and effective ways to achieve the same outcome. First of all would be moving to a place on Earth where the magnetic field is strong - places like Costa Rica, El Salvador, Nicaeagua, etc. Basically places that are full of volcanoes. Then it’s also important to get lots of sunlight (without wearing any sunglasses or sunscreen), be in direct contact with the earth’s surface, and have your circadian rythm aligned with the sunrise and sunset.
