Everyone on earth will be tracked. They all will go through the same new education system which just has one goal: to become more conscious. This sounds more like a kind of distopia. Instead of forbidding relationship, why not just teach teenagers emotional healing, empathic communication skills etc ?  There actually are some people on this planet who have figured out the relationship thing.
