Currently it would be closer to anarchy because there is no central power that monopolizes violence and adjudicates law, although non-ideologically. People are just surviving in a state without a functioning government. 

Haitian collapse can be tied to a certain degree to corruption and bad economic policy. I don't think that counts as libertarianism necessarily.

But why didn't the French extend their revolutionariy principles of 'Liberty, equality and fraternity' to the black people, emancipating them after the revolution.

This would have meant that  Haiti would have continued to be an overseas French territory, and goodwill created would mean that the war and massacres would not have happened.

Haitian rebellion had begun before french revolution.

Then after napoleon took power, he tried to restablish slavery so it triggered Dessaline's putch. 

It's been only from 1870 that France is definitively a republic.
