Observational openers are the best. Day or night. And they are easy to do. You just look at whatever she's wearing and say something dumb about it like:

"Hey, you look like a chili pepper" (to girl in red dress)

Observational openers can be very abstract and loose. Like if I see a girl in a green dress, I will just call her Elf girl. "Hey, elf girl!"

You can invent a stupid observational comment about every color of dress girls wear.
