I think some of the devices actually work
There is one that you wear and it keeps it stretched for hours, just with a little bit of tension, to make it longer.
Another one is a water pump that makes some sort of vacuum, to make it thicker

I think it makes sense that these work. Just like people stretch their earlobes, other cartilages or whatever that tissue is called, it probably can be stretched too.

Penis enlargement exercises like Jelqing and stretching your own cock actually can actually cause permanent damage to your penis.
