How To Add Profile Banner?

How do you add one to your forum profile page? Is this a mod-only feature? I’ve only seen @Carl-Richard and @Osaid‘s profiles with one. 

It’s the banner that goes horizontal.

I see a "cover photo" button right where the banner is on my page, at the top right of it. If it's not there, then it might be a mod thing.

@Leo Gura Have you reconsidered changing your mind about this? I noticed some mods still have a cover, I'd love to add some art to my profile.

I am a very artistic being and I find matching covers to compliment the profile photo flows well with the forums, and can impact the viewers consciousness in a positive way.
