Do you mean who does the best speeches or who is best at doing the speaking? 

For the latter I would put Jordan Peterson on the top as he is just great at capturing an audience with his speaking ability. Oh Alan Watts also.

I think this Christian guy Andrew wommack speaks well (even if he is preaching heavily corrupted mysticism). Good voice, especially to fall asleep to. Christians are sometimes very good speakers and story tellers.

Speaking is something I myself do really really well, it was a big weakness for me as a young person so I had to compensate and now I'm a skilled communicator and speaker. This is something I'm for sure going to utilize in my career

Terrence McKenna is a bit coocoo but he speaks beautifully.
