I want mothers to be more caring and responsible so that children would get all the necessary conditions to grow happy.

Don't forget about fathers.

Caring could also mean having an abortion when knowing that you cannot raise the child.

Then don't do things that will get you pregnant. Once you failed there, accept the consequences rather than doubling down on irresponsible behavior. You don't get to be irresponsible and not pay the price for it. And why would you expect the legal system to play along with your madness as if you're entitled to being reckless.
