SEO question for a friend

So, a friend of mine is trying to Optimize his quotes on his CNC bussines but he ready paid Google Ads to be on top and actually he is not one of this 3 guys on search. He think he is doing.something wrong or Google is not doing what it promissed in the phone call. I think is probably hard to be the first on the list and maybe even not necessary. 

Anyone knows if there a true way to get in the first line of the search? 

Point. He dont need to be on the first worldwide, only at UK and in a range of 2 km

Calling Google will do nothing.

@Rafael Thundercat The top 3 guys must be paying more for the ads, I guess.

Or maybe his ads are not optimized for the area you are aiming for somehow.

Some keywords have high ctr and website with good DA, PA and following EEAT gets top position. If competing websites doesnt has same above mentioned things as your then it must be do to amount of money spend. Do more keyword research and find keywords with less competition and invest on that and see if there is conversion.
