Trump to expand 'Operation Legend' crime initiative to Albuquerque - official

WASHINGTON (Reuters) - President Donald Trump's administration will announce on Wednesday an expansion of its "Operation Legend" program to include Albuquerque, New Mexico, in a further effort by federal officials to tackle violence, an administration official said.

The program involves deploying federal law enforcement agents to U.S. cities to assist local police in combating what the Justice Department has described as a "surge" of violent crime

The "Operation Legend" program involves federal agents form the FBI, U.S. Marshals Service and other agencies, partnering with local law enforcement.

New York Governor Andrew Cuomo has said federal intervention was not required to help with violence in New York City, and Chicago Mayor Lori Lightfoot has also urged Trump not to send unidentified federal agents to her city.

What is Operation Legend?

By Chicago Sun-Times staff  Jul 22, 2020,

The coordinated law enforcement initiative drew mixed reviews from residents when it was first launched earlier this month in Kansas City to combat a “sudden surge of violent crime.”

The Justice Department is expected to announce the expansion of Operation Legend, a “sustained, systematic and coordinated law enforcement initiative” launched earlier this month to combat a “sudden surge of violent crime.”

Operation Legend is named after 4-year-old LeGend Taliferro, who was shot and killed in his sleep early on June 29 in Kansas City, Missouri, part of a 40 percent increase in homicides there, according to the Justice Department.

Under Operation Legend, Attorney General William Barr promised to send more than 100 agents from the FBI, U.S. Marshals, DEA and ATF to help state and local law enforcement, beginning in Kansas City.

He’s sending paramilitary forces next to Chicago, Albuquerque and Kansas City. It will be interesting to see if the courts will have an impact. Barr is all-in with Trump.

Trump, joined at a White House event by Attorney General William Barr, unveiled an expansion of the “Operation Legend” program to include cities such as Chicago and Albuquerque, New Mexico, in a further effort by federal officials to tackle violence.

Barr sought to differentiate the initiative from the use of federal agents from the Department of Homeland Security to quell unrest in Portland, Oregon, where local authorities have complained about the federal involvement.

He said the law enforcement personnel from a variety of agencies will serve as “street” agents and investigators who will be working to “solve murders and take down violent gangs.”

“This is different than the operations and tactical teams we use to defend against riots and mob violence. We will continue to confront mob violence. But, the operations we are discussing today are very different – they are classic crime fighting,” said Barr.

It is not unusual for federal law enforcement to work alongside local partners. The Justice Department official said “Operation Legend” would provide additional resources to cities suffering from “traditional” violent crime.

That’s how Trump’s team would like to frame it. Yet the federal law enforcement is not “working alongside” local partners. Governors, Senators, Congresspeople, Mayors and police chiefs have clearly said they do not want the federal forces to enter their state and will do everything in the power to get them out. This appears to be an illegal violation of states rights.

It’s ironic how States Rights and preventing federal over-reach used to be a core conservative Republican position. They also used to be strongly in favor of due process. Yet not anymore.

This appears to be an illegal violation of states rights.

So if a state decided to reinstitute slavery, and Trump sent in Fed LEOs over the protestation of local politicians, would this be a violation of states' rights?

How about a historical example or two.

How about when Eisenhower and JFK sent troops to southern states in the 50s and 60s to enforce desegregation, was that an example of a violation of states' rights?

Or does that only count for policies you personally disagree with?

Those states are still part of the US and subject to federal laws and the Constitution, and their residents who commit federal crimes are liable for federal prosecution.
