How would you stop government bribery if people can be bribed to keep bribery legal?

Must there no longer be an economic hierarchy?

Make it illegal to have lobbies, directly lobbying to our representatives.

Make govt corruption punishable by death.

Most of these criminals would resign the day such legislation passed.

Well, firstly, bribery is illegal in developed countries. So just expand the legal definition of bribery to include lobbying and make it more strict.

I agree there is a fine line between bribing and lobbying. Lobbying might have to be done away with. 

I don't agree with making government corruption punishable by death though. That opens the door to 'enemies of the State' being falsely accused and executed. 

There needs to be some wiggle room to rise up against any government. Because which part of the government is going to decide that other parts of the government are going corrupt. There needs to be a balance of power maintained between several branches of government so none gets too powerful.
