Latin and french cultures are much more sexually open that english cultures. British colonies like US, Canada, New Zealand, Australia and the UK itself is where mostly PUA is popular because we live with a lot of barriers on our expression.

Makes a lot of sense to me, when I lived in Montreal the concept of an incel was more rare than in english cities like Toronto.
