It is possible that people are too overqualified for a job which is a problem. Employers don't look for the smartest/most charismatic/most skilled/most social/hardest worker per se. Employers mostly look for people that fit the job description. 

Overqualified people usually get bored way quicker on a job than people that are not, thus it makes sense that employers are hesitant to invest time and money in that person when it's highly likely it's not going to work out long term.

I don't see why it's justified to reject people that are underqualified for a job, but when a person is overqualified it's all of a sudden wrong or immoral.
