No. Florida has half the population of California and half the cases (even a bit less).

Lockdowns seem to work very well when there are not many cases spreading in the public. Both New Zealand and Australia and continually gotten down to 0 cases with continual short lock downs and re-openings. I'm in Japan and we just got our cases down by 80% with a 3-month semi-lockdown.

Yeah, and even if one country could do it, it wouldn't be effective unless either every other country does the same or the borders are completely closed and there is no physical communication with other countries at all.
