How can the level of corruption can be measured by country and why trust wikipedia?

2 options:

1. "All right guys, heads of the small bisunesses and big corporations, and big bananas, remember that the 31st of May is the last day to send a report about your briberies for the last year. We'll use your data to measure the level of corruption in our country. Then we'll post it on a government portal so that wikipedia will be able to use that open data".
 

2. Count the amount of the briberies that have gotten revealed. How about those that weren't revealed and where partisipants  weren't caught? How about those who are supposed to catch others but themselves are corrupt?

 

How else?

Therefore, how can wikipedia be trusted in regards to corruption level by country? Of course, the US and other English speaking countries present data that a) favours them b) is biased against other countries

Therefore, how can the level of counticious of a country be measured by the level of corruption?
