There are already strict laws on how much fish is allowed to be fished. Those laws just need to be enforced.

America has been regulating fisheries for over 100 years, with good success. Many fish populations have recovered thanks to regulations.

Where it fails, it's because regulation enforcement is lacking.

To pass laws and to enforce those laws are two very different things. And then there's corruption on top of that.
