In the movie as far as I understood all countries in the UN decided that the avengers have to accept their rules. If the avengers don't do it they will be treated like criminals. Actually they jailed couple of them Cap. America freed them in the end and went underground. Iron man accepted the Rules of the UN.

Maybe not pro-riots but abling and excusing riots. The rest is taken care of by the "not so serious rioters" on the street.
