Mankind is responsible for administering our own justice. That's what the legal and police system is for. If you feel the system is lacking, how about you make it your life's work to improve these systems rather than sitting there and whining about it. Start by approaching girls at a mall or shopping center so you have more leeway. You also want to do most of your early practice sets at night in bars and clubs.
