The joke refers to the first guy as Batman and the second guy as a joker. "So the first guy has an idea: I'll shine this light between the buildings and you can walk on the beam" refer to Batman trying to help joker but it's impossible to walk on a beam of light as for joker, it's impossible to be helped so he just makes up his own bullsh-t over Batman's bullsh-t "you'll just turn it off half way when I'm walking over it" refer to jokers bullsh-t excuse over Batman's shitty{for joker} plan of helping joker. The joke's meaning was that two phycho{Batman and joker} can't help each other.

 

but also on another level, both think that they are the guy with the flashlight helping the other with their flawed stupid plan.

Batman suggests that Gotham will fix and help the joker but Gotham's the reason the joker is the way he is.

Joker thinks that Batman should kill and resort to murder in order to become free

Both are crazy and fucked up but during this joke, they both recognize and understand it which is why it's funny
