A practice that is believed to „be able to do it” is a permission slip to go in a wanted direction.

An „excuse”. Something one believes is needed to do to change in some way.

Ahh, got it. Though I should have clarified that in this case it specifically referred to direct experience - my bad. But it also applies to what you're saying.
