Calling out financial folks

I know a team of people who can set up solar power plants across India on commercial properties. I need 6 Million dollars investment to setup a 10 MegaWatt capacity across locations, and there will be a 12% annual return on investment, which will be paid on a monthly basis, after 8 months. How should I go about creating a financial instrument, and raising funds for executing this?
