@Vitamine Water On the broader sense everything is relative and there are no set in stone rules of what is low conscious and what is high conscious. Therefore, in my own personal situation masturbation is not part of the vision of who I want to become and life I want to live, it is not aligned with my life purpose and my values. So in my case, I consider it for myself as low conscious behavior.
