According to AI it's just a report on how to deal with Russia over the next few years. You don't have to make it a conspiracy though, there are plenty of interest groups in the US that highly benefit from waging proxy wars all around the world. I think it's called the forever war strategy and links the US industrial complex to the global financial complex.
