Internet Gambling Business

I live in Finland and the law around gambling is changing. Earlier only one state owned company, Veikkaus, was allowed to do gambling related business. All the money was going to foreign internet casinos that people played, and now the law is changing and private businesses are going to be able to have their own casinos now. So basically it's becoming legal to be an internet casino owner in Finland.

So what do you think, do you think it's a scammy business model? Is it taking advantage of people's weaknesses and getting rich with no integrity, or is it just harmles fun to have you own online casino?
