@CosmicExplorer cigarettes and alcohol is a huge financial incentive, in Canada where I live the government controls the distribution of these substances and makes billions. They have recently added Vape and marijuana to what they are Distributing and controlling increasing their financial return. The problem is egregious, everyone in high school is vaping and smoking weed, heavily affecting and limiting their future. You guys have no idea how bad it is in high school, flavored Vape is 10x worse than cigarettes in terms of addiction for kids.
