Just because time isn't real doesn't mean change doesn't happen. Change happens without the concept of time. Obviously consciousness is flowing and changing. Don't get too pendantic here. Not likely because your state will drop. You need that concentration to be able to stabilize your state to perform powers. You have to figure that since psychic powers are rare, there must be a high cost to getting them. If they were easy to get, everyone would have them.
