A globalist solution for climate change

I saw some news today of a young environmental protesting group who call themself "The Last Generation". They give themselves this name because they believe that they are the last generation that is able to prevent climate change. If there aren't any big changes in how we treat the environment this is likely the case. To show the urgency of the problem their protesting acts are rather radical. For example they glue themself on streets to stop traffic or throw color on famous paintings that are protected by glass to show how precious things are lost if we destroy the environment. I generally agree with their message however I see that they can't win their war because pro climate is anti survival if its done in a non globalist way because being exploitative to the environment makes many things easier and gives you a survival advantage that you need in order to be competitive globally. 

This basically means that the hands of countries who want to better the environment are tied because they also need to have a good economy and they can't compete globally if they focus too much on the environment. The only solution would be if all countries would simultaneously lower their carbon footprint because then everybody had the same disadvantage and the competition would be the same. 

So I came up with a solution. The details aren't clear but I think the general idea could work:

Countries build a global environmental confederation. Every country is allowed to join as its only about the environment and not other factors like ethics for example. This confederation rewards good ecological behavior with economical advantages. To capture how well a country does environmentally some objective metrix like the carbon footprint will be used. Of course this will be worked out further. Economical advantages can be given with lowered taxes for import or outport. Maybe other advantages can be given that I am not aware of as well. Who decides the numbers of how big the taxes advantages will be? It won't be individual decisions but an objective formula that will be used for all countries to make it fair. Who has the lowest carbon footprint gets the best numbers. Who decides the numbers of the formula? It will be a democratic decision of all the countries. Of course countries with a high carbon footprint like the USA will want to have a formula that rewards ecological performance less then countries with a low carbon footprint because they would loose economical advantages in that. But that's okay. It needs regulation like that. If it would be too much for the "loosing" countries the whole system would collapse. It's also important for the system to be "beginner friendly". The problem that I see is that there will be countries who might not join the system at all because its economically smarter for them not to join. The benefits of the system or the disadvantages of not joining the system (the system could force countries in the system to not cooperate with countries outside the system by increasing their taxes otherwise) need to be big enough that pretty much all countries join. Like a toxic prison gang that pulls you down but you still join it because its better then being alone. :D As soon as this system will be in place it will be lucrative for countries to act better environmentally. So countries will lower their carbon footprint. And in order to stay competitive other countries have to lower their carbon footprint with them. Its self regulating. This whole thing would be a race of who does the best for the environment.
