Why are many members of Congress re-elected even if they don't get much done?

I used to think that all politicians needed to get as many pieces of major legislation passed as possible that would materially improve or change the lives of their constituents as much as possible because how essential that is for getting re-elected or maintaining control of either chamber of Congress. However, conservatives, centrists, and even many center-left corporate democrats have never really cared a lot about get much needed legislation passed for their constituents. 

Right-wing members of the Senate and the House are only are interested in passing laws that increase military spending, cracking down on crime in racists ways, increase access to more violent guns, cutting taxes for the wealthy and corporations, and reducing immigration.

Progressives and liberals have even mentioned before how the most centrist congressmen, don't really care at all if not even a single thing gets passed at all through either chamber of Congress because they are always totally okay with the status quo. People like Manchin, Sinema, and some moderate conservatives Democratic House of Representatives even said at the end of the last year that they thought that it would be better if nothing pertaining to Biden's agenda gets passed through Congress if the progressives Caucus in the House didn't ever stop holding the BIF bill hostage.

Center-left corporate democratic congressmen actually probably do care more than both the conservatives and the very centrists in Congress about getting something good done for their constituents. However, they still don't care quite as much as progressives do because of how much the corporate lobbying and the desire to win elections has corrupted them.

Lastly, as we all know, Congress as a whole has become extremely disapproved of by the vast majority Americans in the entire country given how increasingly dysfunctional it has gotten. Yet, that doesn't seem to matter electorally for any members of Congress.

That being the case, then does that mean that members of Congress can just always get away with not having any accomplished anything at all at Capitol Hill?
