No it was a combination of "fuck yea!!!" and "thank you" that made that hand gesture. Which was consistent with his behavior from the start when he was jumping with his arms in the air. It was basically just him shouting with his body "fuck yea!! We won!!" and then waving a hand. It's more clear when you see him express the same emotion continuesly in a full video from the start.

Elon is just expressing joy and gratitude, no fascists ever does a nazi salute to express joy and gratitude. That's a big difference. It's not the only way to say thank you, but rising one hand in the air to say thank you is very common. It's more common when you're on stage in front of a public.

It's also a natural body language somebody would do when they are excited and want to say "thank you."
