Dividing market into 2 segments

Hello all, is anyone here doing retail business? I am doing cake store. I am thinking to do promotion but I don’t want the cake value drop because of the discount. I have done discounts few times already that’s how I can start feel the value drop. I am thinking to open up a new market (lower) and targeting straight to the neighbors. Any ideas what should I say to my prospective customers?
