You might know something and even understand it conceptually but still, it's not full knowing in my opinion.

Sometimes you have to experience something to really know know something.

It's like a feeling, confidence in something, just-rightness, something like that.

It's like - you JUST KNOW when you know something. There is no doubt then.

I think to know something means to know it through and through, every aspect of it. 

For example if you want to know a system, you should know both the pros and cons of it. This helps with decision making.
